This backdrop displays a cubemap in the background (infinitely far away), can optionally blur it if the source image has properly convoluted mipmaps.
The 'CubemapBlur' property will index lower mipmap levels of the cubemap, therefore, if you artificially blur each mipmap, you'll be able to use this slider to blur the background.
We provide a set of pre-convolved cubemaps here: PopcornFx-Editor_Cubemaps_2014-09-25.zip
Here is the effect of scrubbing the 'CubemapBlur' slider on one of those cubemaps:
